A key plank of the government's proposed reforms to the planning system - but one which hasn't had much media attention - is a shift to planning at a "larger than local" level. Rather than individual local authorities meeting their housing needs alone, they will be tasked to work together to meet their housing needs between them in the most appropriate way. As well as delivering more sustainable patterns of development, this change is intended to deal with the challenges faced by those authorities which genuinely can't accommodate all their housing need within their boundaries.
