A new Prime Minister means a new Secretary of State for the Department of Levelling Up, Homes and Communities (DHLUC). Simon Clarke is the fourth person to hold the post in the two years since the planning white paper was published.

The high turnover rate is one of the reasons that planning reform is being continually delayed - and those delays are starting to become damaging as the mere possibility of reform is causing the planning system to grind to halt in many places.
