There are possible reasons why we're not building more homes. Either the planning system isn't delivering enough planning permissions, or home builders aren't building the ones they have quickly enough. Defenders of the planning system believe it can't possibly be at fault - so they have to find an explanation as to why the problem lies with developers.

That thought process typically leads to the conclusion that developers should be penalised if they don't build homes more quickly. Often, this means so-called "use it or lose it" planning permissions, an idea that resurfaces every couple of years.

Unfortunately, however, the concept is built on flawed assumptions. As a result, it certainly won't work and could possibly serve to reduce housing supply - the exact opposite of what is intended.
