The Housing Delivery Test was supposed to ensure enough new homes were being built. By looking at the past delivery of local authorities it is an empirical way of determining if local authorities are performing. In theory, that’s a hugely positive step.

Yet the publication of the first set of results show why the approach being taken is flawed, and won’t actually help increase housing supply.
